I’m not a lawyer but have written criminal case reports. Shooting at someone doesn’t automatically qualify as attempted murder. The criminal code of each state lays out the criteria for each crime. I’d guess that attempted murder calls for premeditation beyond aiming a weapon and pulling the trigger

Law enforcement officers taking pictures of a grizzly crash to show off to their friends is unfathomable. That being said, firing anyone involved and banning them from working in law enforcement again seems more appropriate than having tax payers cut an eight figure check to the victim’s family.
