As with most everything... "follow the money", Look at the tragedy in Turkey, yes, the disaster would still have happened but was exacerbated by construction deficiencies that were permitted by the government (likely corruption-related, as usual).

The entire town should receive fair market (prior to crash) value of their properties and be paid all relocation expenses. Then bulldoze the town and declare it a superfund site.

Unsurprising, given that DeWine played "..I see no issues at this time.." on repeat while rebuffing Federal Aid long enough to assist the railway co. w/its need to burn off the toxins so they could get the railway lines running again to do more of the same. But now it's ALL Biden/Buttigieg's fault.
