Has anyone thought of making fines proportional to a perpetrator's income? So for example, "unhoused" people who jaywalk would get paid a small stipend, but squillionaires who jaywalk have to pay to have the street in question re-designed in a pedestrian friendly way?

In Finland and Switzerland for example speeding fines are tied to your income. Hence a $103,000 fine in Finland a few years ago...
