Sorry, no. People should be able to delete unwanted replies. If someone abuses the delete functionality, others will see a large number of deleted spouts. No one should be forced to endure someone else's abuse.

Just piling up deletions won't refute their lies.

This feature will be exploited by organized trolls. It will become your biggest security issue.

You realize why that doesn't work right? The Spoutible team is relatively small and even Mr. B needs to sleep occasionally. Active moderation takes time and people shouldn't have to suffer abuse while they're waiting. That's a FAR more impotence consideration than any other.

This is a company, and delegation is something companies do. The moderation team should be expanded to handle the actual moderation needs, vs having the CEO do it. If it's not possible to do that, then moderation won't scale with trouble and the forum will become what all the others have.

A very small company that doesn't currently have the resources to do what you are requesting.
Also, there are many people, myself included, who like this feature and would object to its removal. You don't get to decide what's appropriate for everyone.
