I think this is part of a broader consideration -- what is the climate impact where security can only be upgraded on updated OS, and OS are phased out? Sure, you can just ask people to upgrade, which then brings us back to the original situation - who gets left behind?

Old phones OSes are not secure. As much as people don't want to be left behind or can't afford new phones every 2 years, they need to upgrade. Most services and apps will drop support of the old OSes. This benefits all users as it can be a pivot point to the service or app itself. Upgrade please.

It's mostly related to outdated hardware that won't run newer OSes and the technical agility for users to put different OSes on their phones.

Old phones can generally be recycled or donated. Climate impact would be better tackled with the tons of throwaway products that end up in landfills.
