Raskin: There was no immigration law when the constitution was adopted. In fact, the only illegals in the country, at least according to the native population, were the people writing the constitution.

Even after the Constitution was adopted we had no laws preventing immigration for many years. My grandparents immigrated from Mexico in 1918. I researched to see if they came in illegally but they did not. I found Congress dithered and argued until the 1920s sometime. Just like now. 🤣
