Hi, #WritingCommunity ! Can you weigh in on something that's bugging me?

How do you interpret deadlines (grants, scholarships, contests etc.) when a cutoff time isn't listed? If you were to see "BY FRIDAY MARCH 24" would you assume END OF DAY (11:59 p.m.) or END OF BUSINESS (5:00 p.m.)? ❓

END OF DAY -- 11:59 P.M.

END OF BIZ -- 5:00 P.M.

BY FRIDAY to me is end of day 11:59pm. If they meant before Friday morning when they roll into work and drink their coffee they should've said BEFORE FRIDAY. And honestly a BY FRIDAY means nobody's looking at that until Monday so close of business Friday may as well be Sunday night.
