In essence it would legalize actions that Texas's Attorney General Ken Paxton is doing in regards to immigration by denying the federal government the authority over such matters when the executive office is occupied by a political party they disagree with. This is such BS.

His free speech utopia is where trolls roam free; disinformation, hate, and aberrant (even illegal) porn thrive. Something like 4chan but with all the legitimacy as the official market square of the internet. Where everyone is subjected to that content when that's not even what they're there for.
