Do you get the sense that legislators waste a lot of time & $$ conjuring bills not in the hope that they get enacted but rather so they can say they did so?

It's like virtue signaling matters more to them than does actually improving people's lives.

What you call virtue signaling might also be called setting a good example. From what I've seen this bill could potentially save many women's lives and health. That's always worth doing. I'm curious what your objection is?

I don't object to the ends she wants to achieve. I just know that bill is going nowhere, so I'm, like, why not propose a bill that at least has a 50% or better chance of getting passed.

There's actually a pretty good chance of shaming those who claim to be "pro-life" into supporting a bill that helps ensure healthy pregnancies. The US has the worst maternal mortality stats of all developed countries and it would be ridiculously irresponsible to make no attempt to address that.
