Gee-zus f**king ch**st ... a United States Marine stationed at Camp Pendelton, BOUGHT a 13 yr old girl who is developmentally disabled, got her through the check points onto base, into his barracks, raped her repeatedly and the Marines investigating are trying to blame the 13 yr old girl

Horrendous criminal behavior. Let's be clear, though...the girl has a "learning disability", NOT "developmentally disabled." Those terms are drastically different medically, and educationally. I have a daughter who is developmentally disabled; a brother with a learning disability. HUGE difference!

Still, 13 + learning disability means extremely vulnerable person and depending on the learning disability (ie, processing disorder), her reasoning function could be below average.

Agreed! Any minor is very vulnerable, esp. a 13 yo. As an L.D. educator that taught students in a "learning disabilities" private school, you're correct that it's a processing disorder (related to the processing skills for reading & math), which is different from reasoning skills. It's nuanced.

As a certified disability advocate specializing in families with children in public school with IEPs, I have most definitely encountered LDs that have such impact as to undermine cognitive reasoning.
