This is why UBI can be beneficial: make it easy, reduce paperwork/management and you capture as many people in a safety net as you can.

Like giving all children free lunch at school- even if you provide a benefit to someone who wouldn’t have qualified, it's better to not miss anyone who *does*!

The only challenge here is sheer laziness or not wanting to help poor kids. The renewal form is easy, and there are conditions, but they should be compliant with those anyway.

It sucks being the kid who can't pay and has a milk and a PB&J or cheese sandwich. Everybody knows. So embarrassing.
