I'm not sure why that "made sense" other than the numbers are the same.

True, but the number of justices was set at 9 in 1869, when there were 9 Judicial Circuits. Made sense then and makes sense now. Congress should amend the law to set the number of SCOTUS justices equal to the number of Judicial Circuits. Today that would set the number of justices at 13.

Each Justice is assigned to a circuit. Right now, Roberts is assigned three of them. Alito and Kavanaugh are assigned to two each. Everyone else is assigned one. If there were 13 circuits, each Justice would only be assigned to one of them.
