#Ukraine 's Main Intelligence Directorate acquired a copy of the Russian final report on the Grain Initiative. Russia deliberately tried and succeeded in reducing the amount of grain that Ukraine could ship even when the Grain Initiative was underway.

A closed final report "on the work of the Russian part of the joint coordination center during the implementation of the Initiative" was prepared for military & political leadership of occupying country.

According to document, this led to drop in grain export volumes from 4.2 million in October to 2.6 million in November. The next stage is measures to limit the admission of vessels to the Southern port, reduce number of inspection teams (no more than two), & stop the registration of grain carriers.

💢 These measures allowed the Russians to "effectively restrain the number of ships heading to Ukrainian ports and significantly limit the volume of food exports from Ukraine, which in general led to the impossibility of Kyiv exporting about 20 million tons of cargo."

The Russians report "the smallest amount of food exported from Ukrainian ports, 7.8 million tons, fell in third stage of Initiative (from March 19 to July 17, 2023).

"Ukrainians' attempts to use Black Sea initiative to continue "Grain from Ukraine" program with involvement of ships chartered under World Food Program have been stopped. Registration of such vessels took place only after submission of written commitments not to participate in such actions."

Rail cars hold 70 tons each while ships hold 16,000 tons. It's a long hard slog to transport by rail/truck but it is done to get it to the ports. No reason it couldn't be done to get it to a different port in Romania or one of the Baltics. Track gauge is different between Ukraine and EU.
