Art. III Sec. 1: "The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour"

What's "good Behavior" mean? I'm pretty sure the judges don't get to define it themselves. But Congress can, under the "necessary and proper" clause at Art I. Sec 8.

Forget impeachment. Congress can set standards of conduct for judges, and define a judicial process to see if a judge has breached it. If a judge ceases to be on "good Behaviour", the Constitution itself fires them; they are ineligible to continue to hold their office.
