How does this get enforced? Not being argumentative. Serious question. How is it supposed to work? Does it depend on if someone is convicted, or merely indicted?

It doesn't require an indictment for insurrection, though that would strengthen the case.

How it's enforced? A court decides they're ineligible, likely after an official refuses to put them on the ballot, or someone sues challenging it.

It's been done to a couple at least who were in the mob.
