All spouts are saved with the Unix timestamp of the server. When you go to timezone in account settings, you can change how the time is displayed. If I spout something at 6 AM EDT, it will be displayed as 3 AM PDT for users who select Los Angeles.

Actually @cbouzy , I don't think what he's talking about can be found in the settings. He's referring to a bug, where each spout is tagged with a time stamp based on the SPOUTER's timezone rather than each READER's timezone (e.g I'm on CST and it's 4:22pm. If you spout it'll show me 5:22pm)
