It's called a phantom traffic jam. It happens when a small slowdown, such as a single car braking suddenly, causes a chain reaction of braking, which can lead to a traffic jam that stretches for miles. Once the slowdown is resolved, the traffic jam can clear up just as quickly as it appeared.

I drove for a little over 12 hours yesterday and I discovered, while sitting on 95 in Virginia, that few things enrage me more than sitting in traffic for 45 minutes only to get to where the traffic eases and seeing zero reason for the traffic in the first place.

Yup! Anything that would cause someone to tap their brake enough to cause someone else to tap their break.

Bad lane merges, innattentive drivers, lane closures, construction, garbage blowing in the wind, a curve in the road, change in the weather etc. A teeny hesitation can cause hours of delays
