People always assume that the more outspoken person is the villain, forgetting that many times it is the person who seems quiet who is the true villain, quietly causing trouble. The "I don’t like confrontation" people that use passive aggressiveness to cause crises many times.

Also, often these are the people who don't allow a conflict to be resolved because they don't even want to acknowledge that a conflict exists.
At times however, the approach is good - esp when all parties know that a conflict cannot be resolved - peace is better in such cases.
