What if the sentence is a question about a quoted phrase? Such as: Did you say "the question mark goes inside the quotes"? (My understanding is that in this case, the question mark goes outside the quotes.) And if you're quoting me: "Did you say 'the question mark goes inside the quotes'"?

Yes, you are correct. If the quoted part of the sentence is not a question, but the entire sentence is a question, the question mark goes outside the quotes.
