Being able to identify your feelings is first dependent on your interoception (awareness of your internal sensations). If you struggle to detect muscle tension, upset stomach, heart flutterings, etc - you might also have trouble identifying how you feel in a given situation.

That’s a great question. I think acknowledging that one has decreased awareness is step one. And then working to detect the smallest changes in internal state and validating what that means for you individually. Your definition of a feeling might be different than someone else’s- no less valid.
