Early public education didn't want to teach Catholic kids (those darn, dirty Irish) in places like 19th century Massachusetts. So Catholic schools became a thing. In the 21st century, those Catholic schools are now seen as "elite", and usually, now, in white neighborhoods. Ironic now, isn't it.

Were there vouchers in those days? Is that the way? When you’re an “othered” community you get creative. Then you become established and do unto “others” what was done to you. It’s amazing that some have learned that by nature or example, we will do this, and have gone another way. That amazes me.

The whole “voucher” system lets parents take the vouchers to whatever school. So, they don’t have to take in special needs kids or BBIMP.
