The fault lies with Doctors who are prescribing it for people who don't actually have Type 2 diabetes but are prescribing for weight loss.

Yes the patient has a choice. However, if a patient went to a Dr and asked for Blood Pressure medication but they didn't have High Blood Pressure then the Dr would not prescribe it. No Diabetes, no Ozempic.
