With the decline of voter turnout in Puerto Rican elections back in the news, it's worth noting that until a few years ago the Island had a substantially higher VAP turnout rate than the U.S. But that figure has been steadily falling over the last two decades, from 74% in 2000 to 48% in 2020. 1/

Among registered voters, voter turnout has also declined markedly, from 83% in 2000 to 56% in 2020. And while the steep fall after 2016 is partly due to the court-mandated inclusion of non-voters from previous elections, even among the remaining regular voters turnout declined to 68% in 2020. 2/

Finally, I must caution about a bogus claim of 73% turnout in Puerto Rico's 2020 election. It relies on a skewed calculation that disregards 600K active 2016 non-voters (of 2.3M registered) on a false assumption of 0% turnout. As it happens, they had a 19.5% turnout - low but nowhere near zero. /END
