Recently on the news a tribe in Oregon or WA (can't remember which), that had just welcomed a couple of dozen bison onto their lands. Had to get "permission" from NPS, and all I could think of was, Hello, Ted Turner? Did he have to get "permission"?

The only "effort" required is to roll back the wypipo's laws forbidding them from having bison on their lands. They already have the capacity - millennia of experience and knowledge - for managing bison & their habitats.
