The players are just spinning their wheels. What's happened?
1. Insufficient information to decide?
2. Unclear/clashing goals, player disagreement?
3. Tricky moral dilemma?
4. No time pressure? No stakes?
5. Dread of danger?
6. Rookie players want the GM to decide for them?
7. Information overload?

As a player, I've seen 1-2, occasionally 3-4, not 5-7 thankfully.

Re #7 , I think it's almost impossible to give the players TOO MUCH information to make an informed choice. But beware giving information in a badly organised way, or when the players lack time or motivation to keep track of it.

Two big tips to avoid this situation:
1. Establish PC goals early, then *constantly* restate PC goals and key information, both at game session start and during play. You can't do this too much. Also, try to frame new information in terms of PC goals and the key info the players already have.

2. When handing out info X via narration, avoid hedging or using filler words. Qualifying language ("I guess it makes sense that X" / "it's sort of X" / "I suppose X would") subtly undermines trust in the quality, validity, & importance of the info content! Collect yourself, then answer confidently.
