I read it. And they should in the default case. If someone in charge wants to waive it, then fine. But the government shouldn't be a taxi service encouraging people to travel to and stick around in imminent war zones. They're providing a non-gouging option but should require a fare.

People aren’t traveling with the intent to be caught in a military conflict, aka war zone. If they find themselves in such a tragedy the US government should pay to get them home safely.
