It doesn’t. Republicans are literally pulling this stuff out of their rumps. You see their nefarious tactics….conflate sanctuary cities for undocumented immigrants with unborn babies; and, “abortion trafficking” (which isn’t a thing) with human trafficking. They’re vilifying women’s autonomy.

Agree. Republicans are ramming these bills into play, knowing challenges will come. But, in the interim, these bills will still exist and cause fear and self-policing. They don’t have a realistic way to enforce this, so the chaos will lead to terrible outcomes. It’s a win-win for neofascists.
