The distinction is a ruse. "Mental illness" is a bogeyman, a sound bite phrase that makes it easy to deflect attention from the fact that a) the problem is too many guns, b) there are too few safeguards on guns, and c) these people INTEND to kill, meaning they knew what they were doing.

Someone who picks up an assault rifle with the intention of taking lives is obviously disturbed, but unless they've been diagnosed with a specific condition, they're not mentally ill.

Why make the distinction?

To paraphrase Andrew Vachss, "Beware those for whom 'I Hurt!' has become a battlecry." Notice these shooters usually kill themselves after inflicting as much anguish as they can?
