He could be putting everything into a trust. Tho, he'd still have to have some sort of acct to pay bills unless he has an accountant pull from the trust and pay that way. People do that so it looks like they have no assets so they're less likely to get sued. It will be found I'm sure.

I don't understand how anyone in U.S. government gets away with this. I was a government contractor and I had to file financial disclosure forms regularly. Failure to do so could mean my lose of access to my contract as well as to government systems. Doing so fraudulently would mean dismissal.
