The rescues I'm familiar with are nothing like that. You offer up a donation to help pay for the shots they've had and spay/neuter. Some of them will do a home visit and some won't. Then you take your pet home. If you are a senior and you can't afford a rehoming fee, they will often waive it.

Our rescues are not allowed to sell animals. And if they tried, they would be quickly reported. Certain months out of the year offer adoption without a rehoming fee. People have to realize that the cost of food , shots. and neutering can add up, so they just ask to be reimbursed. Some have chips.
