The game was developed by No Cliche, a video game development company based in France, and published by Sega. In the game, the player must complete missions by controlling toys (usually in the form of vehicles). These missions take place in rooms of a house.

Toy Racer, the sequel to Toy Commander, was released in Europe on December 22, 2000, by the same developer and publisher. It was not released in North America.
