People stop committing crimes not because you constantly tell them crime is bad. They stop committing crimes when they know the law will surely punish them if they commit crime.

Overly simplistic perception. US has very high incarceration rates, and high recidivism, too, so why is there any crime? Look to some other models of behavior that reflect more complex logic as well as situational variables.

America will become a zombie town if you completely take the law enforcement agencies off the streets for just 2 weeks.

More Americans obey the law than disobey it. And the reason for this is that more people are terrified of the penalties for breaching the law.

Social psychology does not support this. Most folks don’t break the law because they like the feeling of being a good person. If fear was major driver, most Western European nations would be criminal wastelands due to lesser penalties & incarceration rates.

Western nation is peaceful because of their extremely effective judiciary and rule of law, well-functioning government, acceptance of the rights of others, high levels of human capital, and importantly low levels of corruption.

That people only stopped from crime all the time by fear is NOT supported by biology, child development, or evolution. Cooperation is the norm, small children do it instinctually, & our brain chemicals reinforce cooperative, altruistic, & loving behaviors. required to form societies in 1st place.
