That is a good question, I mean initially of course it'll be astronauts, engineers and a wide variety of scientists. Before citizens can go it will be an immense amount of work to build safe habitats.

Far as who get's to go after all that, it'll be a process for a while. Continuting

That is one thing it's tough for me to gauge, it'll need all from entertainment to people to help with transport, food etc so we'll just have to see how it starts off. Once it is big enough honestly I think it'll be pretty open to the general public, tourism will be big.

One of my biggest questions is whether we, as a species, or a society, are morally equipped to do this. Look at how the world behaves now, while water falls freely from the sky & we have (mostly) breathable air. Imagine if we continue to operate that way when water and air are man made commodities?

I understand that perspective 100%, however we are going to do it as it's inevitable. The world and our species I think though we're close to disaster will still make it, call me an optimist.

I see where that scenario could lead to something bad but I really do not think it'll play out that way.
