It's a good question. Like with many laws, there are federal versions and there are state versions. Federal laws also have limited scope.

Federal hate crime laws are typically weaker than what states implement. And South Carolina is only one of two states in the nations that hasn't implemented one.

Yes. The Clementa C. Pinckney Hate Crimes Act actually passed the SC House. But the SC Senate refused to take it up even though it was named after a Senator who killed in the Charleston massacre.
