The problem is even if it was an elective procedure, Secretary Austin, allegedly, not notifying the POTUS is a problem.

It's bad chain of command etiquette and courtesy.

My concern is that protocol is followed closely as he is in the chain of command for the nuclear football. If shit goes down, we need clear communication.

Honestly, having carried a duty phone for a few jobs, it is an oops, but NBD. Lines of communication broke down for 24 hours and got fixed. Someone forgot or neglected procedure. At least in this case no patient is waiting for antitoxin or something really serious
