Does keeping Ukraine underdeveloped and vulnerable to further invasion by Russia play to a longer-term goal of Orban? Such designs by Orban would indeed be a huge threat to peace and security across the whole of Europe and would sit uncomfortably with Hungary’s EU and NATO memberships."
