Gerrymandering definitely impacts the makeup of state legislatures, who can directly impact voter access. E.g. Houston, where the number of drop boxes was radically reduced in Blue areas.

Heavily gerrymandered states are arranged so that in each district it is the voters of the Republican Party that win the electors for that district. Then the entire slate of electors will vote for the Republican nominee. See also voter suppression.
