SoS and Treasury have authority now to target heads of gov entities who threaten the peace security and stability of the West Bank. Which opens up possibilities of full sanctioning of major parts of the settlement movement including ministers and gov departments.
It's the mother of sanctions.

He has a good understanding of the region; pragmatic. He used to be entirely pro Israel, but recent events have made him more fair toward the plight of Palestinians.

Gazan & West Bank Arabs were put where they are by the Arab League. They weren't supposed to get a state out of a conquered Israel (the original PLO Charter forbade it) since Jordan & Syria wanted Israel's land. Only when J&S gave up their claim to Israel did the League push a 'Palestinian state'.
