Because shaving "bumps"--or pseudofolliculitis barbae, inflammation from curly hair grown beneath the surface of the skin due to shaving--largely occur in males with the darker skin tones & flat, curled follicles of black folks. Mormons (founders of BYU) skew heavily white. Do the math.

In Florida male prisons, inmates can't have facial hair beyond a certain length, & were once required to have a "medical shave pass" to be unshaven. 60% of black males are affected by "shaving bumps." To save costs, some prisons have discontinued the shaving pass process & allow longer facial hair.
