In 1868, 10 of 11 former Confederate states, ~80% of eligible Black men were registered voters. Congress argued it was too early to admit a Negro, the seat be declared vacant, and the $5,000 salary saved. Mr. Menard was barred seating / constituents denied their representative until next election.
