While proposing marriage used to be a man's world, once every four years any lass could propose to a man of their choice. If he refused a fine was installed by Mary Queen of Scots. The fine ranged from a pound up to a silk gown.

Well, that's just it. I've been trying to pin down the etymology of the phrase, but I can't find historical annotations for it. I get parallel phrases, I get discussions of whether it's the same as "make the leap," etc. I will have to do more digging.

I too found a rendition of it by a Danish philosopher, but the phrase is quite different.....
