I’m quoting so I can thread a two-part response:

George W. Bush wanted to let people allocate some portion of their contributions to a private account, so that instead of a guaranteed payment, they would get a market return on their contribution. It would have gutted the purpose of Social Security

I agree with much of what you state here. Is it also tru that the GOP wants to allow Wall Street to invest SSA assets? And hasn’t the government ‘borrowed’ from SSA in the past?

The government borrows, but possibly not the way most people imagine. The SS trust fund buys T-Bills to earn interest on its cash. That money is there for the government to spend like any other T-bill purchase is, but it’s not possible to avoid paying it back without defaulting on all of our debt.
