Gerald Horne emphasized the opportunity and need for Black DC (through formal organizations, e.g., the NAACP) to liaise with the African Union (55 members) and Caricom (15 members and 5 associate members) legations in DC, especially South Africa. In addition, re-establish the BA/Japan relationship.
