Harvey Milk was confident in his life work, but being recognized by The US military might have been outside his imagination. Related: notice the cofferdam around the south tower. It was put in place to construct the deep excavation for the tower. Water was pumped out and crews dug deep.

The pier is so deep that workers got the bends. This was first described and understood during this construction. Originally planned to be removed, it stayed in place to protect the tower from collisions with ships.

I thought that "Caisson's Disease" had been recorded amongst miners and bridge builders working in pressurized environments since the mid-1800s?

I'd like to read that. I only commented because I recently watched the Nova episode about the Eiffel Tower, and it addressed the problem that occurred during construction of a bridge designed by Gustave Eiffel.
