What you're saying presupposes that teachers in public schools, by their very nature, don't inspire learning, and therefore, don't lead to success. That concept is patently false.

Meanwhile, charter teachers receive money meant for public, and charter children aren't held to the same standards.

Profit schools are appearance run, not necessarily substantive in what they provide. Public schools are community based, it is up to the constituency to provide for the students. I was part of a mentor program in our local elementary school, one kid was following a surgeon around in the hospital.

Sorry, just the opposite. Private, for profit schools will be least likely to consistently hire superb, inspiring teachers, last year there was a series of posts on Twitter exposing financial shennagans in private, for profit schools in the Nashville area. Money inspires cheating, it would seem.
