Since when did you need an Italian to make Italian food? Does the UK have any idea how many Italian restaurants there are in the US without a single Italian working in it? Are Brits just that bad in the kitchen? I'm hella confused. Put up some classified ads or now hiring signs.

I agree that you don't need Italian workers, nice to have but not essential.
The problem is not that, it is that there are not enough native British workers to staff the restaurants in London. London relies on foreign workers!

It´s mostly Brexit. Lots of EU citizens have left the UK. Now there are not enough people at home to fill in low paid vacancies. And no chance to attract people from overseas because of the minimum wage requirements.
