"Contamination caused by the reaction of iron in the metal composite and atmospheric oxygen" is more like it. Which is to say, surface rust.

Happens with stainless kitchen sinks, too. Leave an iron skillet laying there wet and the sink will stain.

A laquer finish would help, but I guess Elmo wanted to avoid painting altogether.
