[I believe that] We need to rethink how citizenship works. It is now common to see people with two or more citizenships, and yet there is no clear way to balance competing or conflicting obligations placed on such a citizen.

Take a more extreme example. A person is a citizen of two countries. Both countries are at war. Both countries draft the person. The person is in an impossible predicament whether they are present in one of the countries they have citizenship or not.

What I would like to see is that a countries obligations that it placed on citizens while outside the country, and the responsibilities of the country to the citizen while the citizen is outside the country are:

Alternatively, the obligations and responsibilities when a person is present in the borders a country in which they are not a citizen could be determined by the citizenship of the passport that the person used to enter that country.

Note: I used borders instead of sovereign territory so that a situation of reversed obligations does not arise when a person enters the embassy, consulate, military base or ship, or other place that is considered sovereign territory of a country that they are a citizen of while within the borders…

In my earlier example, the person would have no obligations to the country that they are a citizen of but while residing in a country that they also have citizenship in, and, they could not be required to serve as a combatant in the war against another country that they have citizenship in.

Were the person outside of the borders of a country of which they are a citizen then their obligations belong to the country that they maintain the strongest ties to.
