Either its frozen and dipped in chocolate somehow or use a solid bit of caramel that is liquified via enzymes after being coated. Those are the processes I’m aware of at least.

Isn't that interesting? All the processes involved in various confections are fascinating.

(It is not how they get the caramel in though)

They put the chocolate into the mold and set it by blowing cold air into the parts where the divots are. Once it sets, they add the caramel.

My bet is on the enzymes; you use caramel-flavored starch mixed with enzymes, enzymes convert the starch into SWEET fructose and water, leave it on the shelf for a while to let the enzymes do their work.
