If PPACA can penalize large ers when ees don't get med insurance and qualify for the credits, then medicaid & the usda can penalize them when FT ees qualify for benefits. I'm OK with a sliding scale - someone with 10 kids can qualify with a salary that would be solid middle class w/3, for example
